On May 25, 2011, Congressman Walden Bello (Philippines), Chair of the Congressional Committee on Overseas Workers Affairs (COWA) delivered a privileged speech to congress, in which he highlighted the Parliamentarians’ visit to the Philippines and called attention to the need for migrant sending states to work together to advocate for the rights and welfare of migrant domestic workers.
